The vehicle is described as a small silver or gray sedan, or possibly a small SUV, with possible damage to the front passenger side of the vehicle, said Dotson.
The driver is described as a black male, between 20-30 years old, with his hair worn with dreads, Dotson said.
The vehicle may have turned off Knoxville onto Hanssler or another north or south side street.
