PEORIA, Ill. (25 News) – A grand jury has indicted a Peoria teen accused of being under the influence of synthetic cannabis in a crash earlier this year that killed an East Peoria man.
25 News reports that a warrant has been issued for the arrest of 17-year-old Cedric Kennedy. He is a minor, but is being tried in adult court for Ian Harvey’s death on the night of March 22. The crash happened at N. University and Hudson Streets in Peoria.
Illinois State Police said at the time that a juvenile, who didn’t have a license, drove through a stop sign, hitting Harvey’s motorcycle. Harvey, who was 25-years-old, fell off his bike and another vehicle hit him.
Peoria County Coroner Jamie Harwood said Harvey suffered multiple blunt-force trauma injuries in the crash.
The indictment handed down on Tuesday alleges Kennedy had at least five nanograms of Delta-9 tetrahyrocannabinol, a cannabinoid found in cannabis plants, in his system.
The aggravated DUI charge against Kennedy is a Class 2 felony in Illinois, carrying a prison sentence of three to seven years. Under certain circumstances, it carries an extended 14-year term, but probation is also possible.
